Yes, we can do this! First I believe we should state some principle that should be our non negotiables.  The people that live here, die here, they will not be sent away to various places, once you are in there, we all group together, find the resources and support each other till the end.   

This will have to be a place where people invest time, as well as income, as this is the only way it can work.

  1. As we can see, nurse Brenda sees the human side of this and advocates for the customers of the mall ... elderly people. I think this is important to remember as we move on. The customer is always right. The hard choices on this will come when we decide who qualifies to be a customer. Is it about money (hopefully not). Is it possible to let less fortunate people work their way into the place in lieu of paying rent and fees while still allowing those with financial resources to pay to play? Would it make sense to try and involve insurance companies or even medicare to cover some of the costs? I guess the first thing we should focus on is determining what the costs would be. This will take some research and math as well as a fairly detailed concept of the space and the numbers of customers and shopkeepers etc.
